International Driving Permit (IDP) – When You Need One, How to Get It, and What Happens Without It

Every year, thousands of travelers arrive in Bulgaria expecting a simple process: pick up the rental car, load the luggage, and begin the trip.The reservation is confirmed. The flight has landed. The hotel is booked.
Everything seems ready. And then, at the rental counter, the trip suddenly stops because of one missing document.

Not a passport.
Not a credit card.

An International Driving Permit.

For many people, this comes as a surprise. Their driver’s license is perfectly valid in their own country, so naturally they assume it will be accepted everywhere else. In reality, international driving regulations are far more complicated, especially when rental cars, insurance companies, border crossings, and local authorities become involved.

Over the last few years, the International Driving Permit — better known as an IDP — has become increasingly important worldwide. What many travelers still see as an “optional extra document” is now treated by many rental companies as a standard requirement.

And in some situations, not having one can create serious problems.

An International Driving Permit is not a replacement for your original driver’s license. It is an internationally recognized document that works as an official translation of your national license. It allows police officers, border authorities, insurance companies, and rental providers to quickly understand the categories, restrictions, and validity of the document you hold.

The original license must always be carried together with the IDP. On its own, the permit is not valid.

The issue becomes especially important for travelers whose licenses were issued outside the European Union, the European Economic Area, or Switzerland. This commonly affects visitors from countries such as the United States, Canada, Australia, India, China, Argentina, Brazil, South Africa, the UAE, and many parts of Asia, Africa, and South America.

In many cases, the problem is not whether the license is genuine or legally valid. The problem is whether local authorities or rental companies can easily interpret it, verify the categories, or confirm the driving rights attached to it.

That is why situations like this happen surprisingly often:
a traveler arrives at the airport after a long international flight, approaches the rental desk confidently, presents their documents… and gets refused the vehicle because they do not have an IDP.

One of the biggest misconceptions involves licenses written in English. Many drivers believe that if their license is already in English, there is no need for an International Driving Permit. In practice, however, this is not always enough.

Some countries have strict legal requirements, while many rental companies follow internal insurance policies that require an IDP regardless of the language used on the original document.

The risks also go far beyond simply being denied a rental car.

During a police inspection, officers may request an official translation or additional verification if they cannot clearly identify the license categories or restrictions. In more serious situations — especially after a traffic accident — the consequences may become significantly more complicated.

Insurance companies routinely investigate whether the driver fully complied with local legal requirements at the time of the incident. If there are issues related to documentation, disputes over coverage may arise, claims may be delayed, or financial liability may become far more complicated than expected.

This is one of the main reasons why rental companies across Europe have become increasingly strict regarding foreign driving licenses. From their perspective, the issue is not simply administrative. It is directly connected to insurance risk, liability, and legal protection.

Fortunately, obtaining an International Driving Permit is usually a relatively simple process.

Traditionally, IDPs are issued by authorized automobile associations in the same country that issued the original driver’s license. In the United States, for example, this is commonly handled by AAA. In Canada, the service is provided through CAA, while many other countries use their own national automobile organizations.

In recent years, online applications have also become increasingly popular, especially among travelers preparing for international trips at short notice.

Through services like this, drivers can upload a photo of their license, complete the application online, and receive a digital version of the permit within a relatively short time.

Of course, travelers should always verify whether the specific document will be recognized in the country where they intend to drive.
